This document outlines a first proposal for a Master degree (MSc) in Information Systems Engineering (ISE) to be shared among European universities that fulfill specified conditions on their bachelor studies in Information Systems Engineering, analyzing prerequisites and program specific courses.
The major objective of our effort is to make it easier for students of 5-year integrated master degrees in ISE to move among universities, and still keep within a predetermined and guaranteed knowledge profile, in coverage (breadth) as well as in quality (depth). The proposed international MSc is based on a 3 year pre-qualifier. Whether the pre-qualifier is a BSc degree or the first 3 years of a 5-year integrated master study is immaterial. Students will be accepted to the MSc ISE program if they satisfy the pre-qualifier.
Today's organisations are vitally dependent on their information systems, and the high demands placed on these systems require skilled technical specialists. Information Systems Engineering graduates are experts and can be found at all stages of a distributed information system's lifecycle (requirement analysis, architecture design, realisation and maintenance). The information systems of today's organisations manage large volumes of internal information, including structured data, multimedia data or geographic information. These systems encompass workflow, groupware and e business processes and are often distributed across organisational units and physical locations. Information system engineers are able to combine and configure basic software components, such as database management systems, transaction processing monitors, workflow management systems and middleware. In short, they know how to define a system on which an organisation can truly depend without giving rise to any vulnerabilities.
In Europe there is now a widespread student exchange among universities within the framework of the Erasmus program. The proposed MSc in ISE is an extension of the current exchange arrangements.
The proposal aims at providing an educational framework that guarantees the overall quality of a shared European MSc in ISE. The educational set-up provides for organized student exchange within a network of European Universities.
Students for the international MSc in ISE must have a sufficient bachelor level education from one of the participating universities. This can either be a formal BSc, or the first three years of an integrated professional 5-year MSc study in IT, such as found in many technical universities in Europe. The university where the bachelor level education is taken is called the home university. The normal arrangement will be that students continue with studies leading to an MSc at the home university, but that the student should be given an opportunity to stay at one of the other universities in the network for a period of up to one year. This university is called the visited university.
The proposed requirement of relating the BSc to the MSc is due to the danger of fragmenting the studies if a student is permitted to jump from university to university, one semester here and another semester there. Students who want to change university after their BSc, and go to another university for the MSc, already have this opportunity within well established procedures. There is no need for incorporating this possibility in the proposed international MSc in Information Systems Engineering. Students who go to a new university for their MSc should follow the regulations for MSc studies at their chosen university, also when it comes to international exchange.
Many Universities of Technology offer 5-year integrated master studies and some of them also offer bachelor degrees. Requirements on knowledge acquired during the first 3 years of these studies would have the effect of defining a transfer-between-universities level of knowledge. Strict requirements should be put on the mathematical proficiency of the students as well as on their IT-knowledge, while there are no strict requirements for other knowledge areas.
In addition, it is recommended that students have basic courses in business administration and project management, but this is not a requirement.
Total 120 credits.
The master study may also comprise a group project in practical design of an information system, ranging from 1/4-1/2 semester. Some bachelor level programs also have such projects, and it should therefore not be required that students do these projects twice.
Furthermore all programmes seem to finish with a final project (thesis), however the duration varies from 20 to 60 credits.
A good working knowledge of the English language is required.
Those adhering to the following requirements can participate in the proposed joint study program:
We already have ERASMUS-agreements with most of the other participating Universities. We are planning to have agreements with all, pointing to the EuroMISE-arrangement at the appropriate level (e.g. 11.3 Computer Science). Politecnico di Milano currently has Erasmus agreements with NTNU (Trondheim, N), Univ. Twente (NL), Univ. Delft (NL), KTH (Stockholm, S), Univ. Politecnica Valencia (E), Univ. Politecnica Catalunya (E) and also double degree agreements with NTNU (N) and KTH (S).
Student exchanges are encouraged within the Master degree (Laurea Magistrale) in Computer Engineering, in particular within the Information Systems study plans.
